For cross border transfer it may requires additional requirements depending on your platform account location

After adding {service_agreement: 'recipient'} it still show me same error

I taik to one of stripe customer member he suggest me to do this but after doing thisi it still show me error

Generally cross-border transfers are not possible unless your platform account is either US or EU based. If you require transfers to CA accounts, then you'll need a Stripe platform account and entity in CA.
