Hey, Actually in our system we have customer who pay through stripe. But our customer also have their customers and our customers want that their customer will also pay through stripe. But their customers are not registered in our system. In short, Is there anyway to receive payments from customer that is not register in our system?

You can accept payments from anyone. So it's really up to your own system how you want to design this.
Are you trying to accept payments on behalf of your customers. Like you're a platform and you're helping a cookie business sell their cookies to their own customer?

Yeah, actually we want to collect payment on our behalf and then transfer to customer bank account.

a Customer is the person paying for a service
an Account is the "entity" (person or company) selling a service and also receiving the funds

So you are a platform, and you have your own "customer" which are Accounts that are connected to your platform. And you want their "customer" to pay them, via your platform (and you take a cut)?

we are platform and have customer that are linked with stripe and ourcustomer also have theirs customer** but not linked with stripe and our platform and we don’t take a cut from amount**

Okay so all you want to do is allow the Customer (John Doe) to pay the Account (Cookie Super Seller) for $100 for a cookie delivery. You don't take a cut, but you help take the payment.
In that case, I assume you're using Standard accounts https://stripe.com/docs/connect/standard-accounts and you use Direct Charges: https://stripe.com/docs/connect/direct-charges that allows you to have the payment on the connected account
