I suspect the issue is the controlling platform's PM config

The platform (acct_1Cb41mBijgCaCQEn) is creating the PI on behalf of the connected account (acct_1HbSzHF9NVx519I1). The settings for the platform dictate that the connected accounts cannot configure their own PM settings and inherit the settings from the platform

The platform has Klarna off by default: https://dashboard.stripe.com/test/settings/payment_methods/connected_accounts

Yes, but as explained your platform controls the PMs available for your connected accounts. Your connected accounts can't determine which PMs are available – its set by their controlling platform

#

You either need to:

Update the platform settings to enable Klarna for the connected accounts.
Update the platform settings to allow connected accounts to manage their own PM settings, and then enable Klarna on acct_1HbSzHF9NVx519I1.
