Well as you can see we don't document that bit, sadly enough. However the Stripe fees are, for the most part, Stripe passing on the bank's fees for using their networks. Since the bank still charges the fees to use their network I suspect Stripe fees would not be included in the funds returned.
However, you can get a more complete answer by writing in to Support: https://support.stripe.com/contact/email
I am making an educated guess but they have that information at their fingertips.

One more question, do you know if fees are collected on payouts to the main linked bank account https://stripe.com/docs/payouts

I don't think so but I am almost 100% focused on developers and APIs and really know very little about our fee structures.

I only see a fee specified for Instant Payouts.
And this language in that section:
our standard free payout options

So based on that I would retract my earlier statement. As long as the payouts are not using the Instant Payout capability there are no fees and no fees to return.

Don't think that applies to Connected Accounts - there are payout fees, aggregated to the end-of-the-month, for payouts. Not for payouts on the Platform Account, tho.
