yep, for example you might be using automatic tax without collecting shipping[0], or you might be not using a browser that supports GPay, there's multiple reasons

so you're just not using a browser that supports it. You need to be using Chrome, logged into your Google account, and have active credit cards in your wallet saved in https://pay.google.com/gp/w/u/0/home/paymentmethods
