These settings are only applicable to Standard account, and there's no API to manage them.

Also is there a way to collect tax for Inidividual(not business, or non profit) accounts?

Not sure what you mean by collect tax on accounts. There's a Stripe Tax allows you to automatically collect tax on transactions https://stripe.com/docs/tax

Yes but it seems like to set it up, users need to put EIN number. Individuals dont have EIN, they have SSN
