Okay in this case the issue is with the settlement currency for the destination account specified.

what should I do
in single charge, i send on_behalf_of and this fixes the problem
but, in subscription schedules, I cann't send it

That is true. Unfortunately I do not think there is a workaround for using subscriptions where you have this currency issue
Subscriptions does not currently implement the on_behalf_of functionality which is why it isn't an option with Subscription Schedules

It depends on international funds flow regulations unfortunately, which are really complex. If you write in to Support they might be able to suggest a decent work-around. It's not an area where I have much knowledge though
