I don't understand the question. Who is the "user" in this case? If you're using the Payment Element, Apple Pay and G-Pay are enabled by default (though you can disable them on the element itself).

They are enabled but they won't show up unless the user has already set it up. User being whomever is about to fill out the form.

For example, I have two Chrome instances on my MBP. One of my Chrome instances is logged in with a Google account that has Google Pay set up. The other does not. Google Pay will ONLY show up for the one that has it set up.

Ah okay I see. No there's no way to show the wallet options if the user hasn't set them up.
