The reason being that the advice you need has much more to do with regulations and requirements around international funds flows and we specialize in helping developers with API questions here.

payment scenario:

The customer leases a house from a property management company (connect account). They sign a lease (paper) and opt to pay with ACH and provides a void cheque to the connect account as payment info. So. Connect account wants to add the payment method without verifying the bank account via microdeposits or using financial institutions instant verification. but they do have a valid mandate and signature from the customer (out platform will manage that mandate). Is it possible to add a us_bank_account payment method without doing the verification?

I don't think so but I'm not 100% certain. We recently introduced Financial Connections: https://stripe.com/docs/financial-connections/fundamentals and it might be an option.
