Really you are using Shopify, not writing code, you can't do any of this.
Shopify controls your entire integration
Agree, shopify controls the integration with STRIPE, but still strip offers the OXXO payment method, meaning it is already possible to set it up. i just dont know how to make the WEBHOOKS work, I dont know anything about code.
Stripe is also handling the webhooks.

This is what i get when i try to install OXXO payments from my STRIPE account.
Please you need to understand that you have to work with Shopify for this. You can not control this from Stripe

Really I'm also not trying to be rude, but a developer can't change Shopify's own code. If you use their services you have to talk to their own support team
