Are you asking why Payment Element isn't asking for each piece of the BillingDetails that you have set to auto above?

So with Payment Element we collect the minimum necessary billing details from the customer. There isn't actually a way to force collection with Payment Element for the fields like name and phone if a "card" payment method is selected.
In this case you would collect name/phone yourself if you always want to collect it.

@honest shale, to clarify: auto means "we will collect the info if the payment method selected requires it, in order to minimize the number of fields we force the user to fill in. As @thorny pasture said, there's no way to force collection of this information.
