Yep. To clarify, you are talking about Transfers here (funds moving between a platform to a connected account) and not Payouts (funds moving from an account to a bank account)?

Hi! Because Transfers move money between two accounts within Stripe, you can assume that if the Transfer was successfully created, we'll move the money. (Of course, this is not true for Payouts, where a money movement to an external bank account may fail in transit.)
