There's not really any option for that functionality with the billing portal really. You'd need to implement your own UI to restrict quantity changes

but with that UI, we can't prefill the quantity and restrict it from any further updates on billing potal right

from our own UI, even if we collect the number of seats to be upated by the user, after that we have to redirect that user to billing portal right ? and there how do we prefill the number of seats (data) that we got from our UI

You can't

#

You'll need to not use billing portal for your quantity update requirement and instead build your own UI that calls the API to make those updates
