Hi, don't think it's possible. Which property you use to determine country of customer? Maybe you can perform a search via API

You can search for customers who are in a particular country by typing "is:customer country:DE" for example.

But can I further filter customers who have an active subscription?

Wouldn't it be easier to just use API, listing all active Subscriptions and take customers list?
