Connect Accounts can transfer funds between them without passing by the platform account
you can do that in multiple ways
Either consider the 1st Connect Account as a normal Customer and create a PaymentIntent which they need to pay
or you could do something like Account Debits to take the money out of the 1st Account, and do the Transfer to the second Account
