Im testing manual payouts on different currencies but in order to not wait i need to know if stripe on test mode have the ability do add money to balances

my balances on GBP, ARS, USD are at 0, but in order to test manual payouts i need them to have some money
Im asking if stripe have like with the test cards a way to add money to these balances so i can make test payouts

you could create PaymentIntents and use these cards to get Available Balance https://stripe.com/docs/testing#available-balance
