is it possible to define price.tax_behavior when creating an invoice item by unit amount and quantity (so not using an existing price object)?

as far as I know no, you should use a pre-existing Price
you can use price_data for some use cases as a shortcut but we really prefer that you create your Price catalogue inside Stripe so for products like Tax we nudge you in that direction.
