This doesn't really exist out of the box. You could look into writing custom rules using Radar for Fraud Teams to handle this. Otherwise you would need to build this yourself.

Is there a complete list of tax thresholds by jurisdiction, as used by Stripe on the "Monitor tax thresholds" page, somewhere?
