I was told what I was asking to do didn't seem possible to your teammate

but this weekend I ran across this:

Top Ups can only be utilized by US-based platforms, that's usually the biggest deal-breaker with them.

Top Ups are the process of moving funds from your linked bank account to your Stripe balance. You would still need to move funds to your Connected Accounts via Transfers.

so I'd like to be able to do manual Payouts & Transfers from Stripe, so when we get funds from alternate sources (like checks or paypal/etc) we can do a Topup with those funds and make the Transfer with that?

Yes, the flow would be:

1. Create a Top Up to move funds from your linked bank account to your Platform's balance
2. Create a Transfer to move funds from your Platform balance to your Connected Account balance
3. The Transfer will be included in a future Payout (exactly when depends on whether you're using automatic or manual payouts).

The funds from the Transfer will go to the Connected Account's balance. Payouts are the process of funds moving from a Stripe account to their associated bank account.

Payout and Top-up are inverse actions, whereas a Transfer is out to 3rd-party Connected accounts

Are top-ups limited to amount or frequency?

I'm not sure about that, though I suspect there may be a limit on the amount. I think our Support team is going to be better versed on that topic and the right group to provide a definitive answer, so I'd recommend following up with them for those questions:
