An external account is where Stripe sends funds to. However you can also have a bank account as a payment method

Thanks! So the external account is the one that stripe uses pays us. And the bank account is what we us to pay stripe.

Yup. We need to keep them separate as records because they serve different purposes

So stripe will separately charge us. When we make a transaction with the users instead of directly taking money out of that transaction it does it separately.
