I'm with chat support with the customer right now as well
It's difficult to support realtime with them. I would suggest to contact them later via email after you have all the detail
A quick glance makes me thing its the "Block if risk_level = highest", not "block if payment matches one or more values in default Stripe block list"
There are many contributing factors to the risk level of this payment based on activity across the Stripe network.
What could cause the risk level from being high?
Our machine learning engine run on every Payments. We may notice some similarity, for example in card testing from other merchants/users as well
I am not sure about the detail. And you would need to reach out to Support, since they can authenticate you as a merchant and get into detail if possible

It could be a legit customer yes, the engine is not perfect, but it's still better to get Support investigate for you
