Okay in that case this is an error message the issuing bank for the card is sending back to Stripe. In that case you (or the customer) would want to reach out to the bank itself to understand what is going on.
the client went to the bank and they told him that the card is ok, he used the card in another business and was able to pay. But if, as you say, the message is from the bank, we can do nothing. Thank you for your time, it has been of great help.
