Currently I don't think it's, but we didn't build that flutter library so we're not entirely certain what it can do and the devs of that library would likely be able to give a more definitive answer.

No, currently I'm only seeing support for BACS Debit if you're using Payment Links, Checkout, or the Payment Element. So there probably isn't support for it within that Flutter library.
