I think I know why I'm getting this error, just not sure how the flow would go and what I need my users to do

Looks like the account you are trying to transfer to isn't onboarded/enabled yet.

You need to go through the onboarding process for that account: https://stripe.com/docs/connect/express-accounts

You will want to use the test values here (https://stripe.com/docs/connect/testing) to get the account verified

Testing Stripe Connect

Before going live, test your Connect integration for account creation, identity verification, and payouts.

Thanks! Does this mean I have to create an accountLink every time user wants to check their stripe account?

Users can log in directly to Express Accounts via https://connect.stripe.com/express_login

Or you can provide an accountLink
