It's really up to the bank and sometimes they'll let charges through and other times they won't. You need to chat with our support team, it's not something we can help with here unfortunately

Had to come back and add, for some reason it hadn't occurred to me to look deeper at the successful one, it has a time line. He used a totally wrong postal code the first time, and his bank must have his home address one number off because the last digit on the successful one is a 3 not 4. Told him to go fix his bank information and I'll keep the security in place. It worked, after all

I just moved and it took some time for my bank to reflect my new postal code in transactions
