Good question, unfortunately I don't think you can block specific card brands with the API but I am looking in to it.

if not, I'm wondering what to do for a connected account that wants to stop accepting Amex (since we, the platform, charge a little extra for amex processing)

You can set up a radar rule to block these payments but unfortunately you can't programmatically define this is a brand that you won't take payments from
And unfortunately the user will just see declines on their side and there isn't really an easy way to tell programmatically whether the decline is from the card being Amex or not

Radar rules would do that, unfortunately not finding another way to do this at the moment, at least programmatically.
