This is the customers account . im trying to enable card issuing but its says information needed "terms of service acceptance".

Then proceeded to do so via this page but the register button isnt a button and if i try through compliance review i get page not found

Yeah, circling back here

I don't think that button is actually broken

It's an example of what you should send/show to your users in order for them to comply with the ToS
