It's completely up to the bank to ask for 3DS or not. There's not way to disable it.

frist time it is okay but when 2nd time it is not neccessary

So when 3DS is required on a subscription payment, you need to ask your users to come back to your website/app to go though the 3DS flow.

Bcz i already have authorized my card for first time so i have skip for next time

I agree, but like I said this is completely up to the bank to ask for 3DS or not, you and Stripe have no control over this.
