is this a known issue with stripe where payouts can be 'paused' without it being reflected on their dashboard or api?

My guess is that we have some weird edge-case that causes us to send emails to the owner but not reflect it in the API. But even if this is true, we should fix it!
Yeah this is what support said months ago but we're still seeing this issue. Any advice on how to escalate the ticket so it gets fixed?
Mostly replying and asking to speak to an engineer, but it's unlikely we'll fix it soon but we should still be tracking/escalating it
