I'm using PaymentElement to do purchase using iDeal
Im using on_behalf_of: account_id to create paymentIntent
and problem is I get an error message saying Your destination account needs to have at least one of the following capabilities enabled: transfers, legacy_payments

Depends on the account type (express/custom) you may need to fulfill its requirements

connect accounts are onboarded succesfully
how can they enable those capabilities?

Did you create it by the Account Link flow?
I would assume some information your client input wasn't correct
Speak to Support would be fastest as they can assist you about account verification/updating
