We're not tax experts in here (charging taxes depends on jurisdiction, item category, etc.) only API experts, so I'm going to still recommend you reach out to support (https://support.stripe.com) to verify this is expected, but I think it's because the price is Canadian and the zip provided is in the US

Again, I'm not 100% certain so still recommend reaching out to support
