i am new to stripe i have sent mail to stripe support in reply they sent me the issuing documentation which i have read but i could not find anything related to enabling issuing in test mode

i have done this too but still i am getting same error "Your account is not set up to use Issuing"

To use Issuing it first needs to be enabled on your account. That's something that needs to be done with Stripe support, so you need to reach out to them again. There's nothing I can do on my end.
