Honestly your best bet is to just be in dead center of the area whilst opening stashes. It's a bit finicky definitely, like you're in the outskirts or think you're close to the area but it's still not progressing.

You can also check if it's progressing during the game by opening Inventory [TAB] or Map [M or whichever bind you use, I use Caps Lock].

Then clicking on the Quests tab at the top.
