Hoyo sneaked an update at 3.0. Commissions now appear in cycles - meaning, we will encounter all NPC commissions first before it repeats.

Cliffhanger now appears 4x per cycle.

As of 3.5, all (3) members now appear instead of 2. It's also not locked behind other platform anymore

it's become immensely easy to get the achievement. Me who got this commission 7x
