If you attack a model that has cover granted by another model with Roadblock with a weapon that has Arcing Fire, does the target get the DEF bonus from the cover provided by the model with Roadblock, or is it ignored because the model with Roadblock is ignored?

It still has cover; determining LOS for targeting and determining what benefits it gets, such as Cover/Concealment/etc. are entirely independent.
