The Iron Lich Commander’s soul collection rules allows it to collect souls from living models. While not a living model CoC models can generate souls as though they were via the Soul Vessel rule.

Would a ILC be able to collect souls from CoC models?

Yes. A model that is explicitly said being a living model for soul claiming purposes does generate a soul for (checks again) living soul claiming purposes.
