What's the timing relationship between Admonition and units?

Does admonition trigger off the initial mover from an enemy unit or do the troopers get placed first before Admonition triggers?

All unit movement (the initial moving model and the placement of the others) is considered simultaneous in regards to abilities like Admonition.
