So if your rated weapon has range of your control area. If something says "ranged attacks have -3 range" Does it affect the ranged attack.

If it does apply the penalty, then what is the reason to make RNG CTRL instead of 14? (Talking about the new OU warlock)

Range CTRL weapons cannot be affected by range increases or reductions.

RNG CTRL is not affected. You would need to modify the CTRL stat itself
