The Heavy Barrel is a right-arm weapon, the heavy weapon is a back weapon so yes

The Valiant has Heavy Weapon Hardpoint. The Heavy Barrel is not attached to that hardpoint and isn't listed as a Heavy Weapon in the Heavy Weapon Crate.
IMO it wouldn't hurt to get an S hardpoint tag on these or something just to make it clearer, but RAW the Heavy Barrel doesn't say Heavy Weapon so it seems like a clarity/QoL issue more than anything else. Still a good note though
