Old faithful happens before allocating focus (Step 4 in control phase) is it played before or after step 3 (power up)?

The wording is 'During control phase' and 'Before allocating focus'. To me, this implies it can be played at any step before 4, so it should be able to power up if its cortex is restored

Yep, looks like you could do it immediately after step 1 and allocate focus to your caster. Then when you move to step 3 the cortex would be fixed and gains a focus as usual.

It would matter hypothetically if the card could only be played after making a frenzy check and resolving it. You could have a warbeast with a damaged mind, healing before or after could matter. But, we know you can play it before step 3, and frenzy checks are step six.

Hordes use the same rule set as Warmachine; what are you trying to ask exactly?
If you're playing a Hordes faction, you still reach Step 3, just you likely don't have any 'Jacks to allocate focus to.
