Powerful Attack - out of activation boosting

If you make an out of activation attack with a weapon that has Powerful Attack, can you spend a focus to use Powerful Attack and boost the attack and damage rolls, circumventing the Focus: Boost rule?

As I read it, Powerful Attack does not affect the Focus: Boost rule, that says you can only spend focus to boost during your activation, but is an entirely separate rule that has no restriction, stating that you can spend a focus whenever attacking with the weapon.

So for example, if I target a Borealis with Jackhammer, the Borealis could then spend a focus to boost all the attack and damage rolls of the attack.

Per this thread (locked by an Onfernal, indicating a correct answer was given) Powerful Attack does not override the general rule that a model can spend focus only during its activation.

Some other followup questions (rightly) ask why some abilities do allow you to (or at least wouldn't function otherwise), but that's outside the scope of the original question asked.
