I logged into my Steam account on a friend's PC and installed DSX, and after a while, I gifted DSX to my friend's account, and when we logged in using his Steam account, Steam gave him all the achievements that I had. But shouldn't this be the case?

Well there's an achievement file that holds the status of the achievements, and since it's not account tied, DSX saw that things are not synced and pushed the results of the file
