sorry. for posterity the fix was deleting the junction I had for the driver folder in appdata/local or roaming (or both I forgot)

but then I closed it, re-made the junction (I keep my /appdata/ on another partition) and it works

this is only happening after a windows format and keeping the local data, except it doesn't seem able to write to them through the junction initially?

eM Client complains about not being able to cross the junction the first time I run it after a format, but after rebooting it works fine - only other program I recall that has issues with this kinda thing

and yes it is very ....niche? or whatever. but if you figure out the cause i'd be interested in just knowing what it is
