ideally both could work, however there have been some issues sending to shielded which should be solved now though
which is why I ask which interface you use (please answer this :))
if you are sending to namada to stake, and don't mind sending to transparent nam address, you could try that though

ok. you could try from 5elementsnodes one (see namada.net/start for different operators hosting). some have more success with the 5elements hosting.
however if you don't mind sending to transparent I would just try that first and see if it works
