I've got a 2k list (literally just what's in the starter box, but it's done well in the few games i've played), but I'm not sure what to get to move it up to a 3k. any suggestions would be nice.

It highly depends what you want to do with your Dark Angels. They are very fexible and have a lot of playstyles. Have you got a certain playstyle in mind? A Rite of War or a Wing perhaps?

Deathwing on the cataphract terminators does them nothing since they have lightning claws. Dreadwing or firewing would be more helpful. Also I agree those vets need to be in rhinos or they will get shot off the board.
Also for the tact squads I would not worry about calbanite warblades and combiplas. I would instead put vexillas on them and maybe artificer armor on the sgt.
