Looking for both if the army is legal and the points are added up correctly, and if anything is too obnoxious, and what to do with the remaining 250pts. My initial thoughts are either two more tactical squads just like the others. Or maybe shaving some more to fit in predators or sicarans, probably a pair of predators then kitting out the sabres.

Legion Praetor with Shamshir jetbike, cyberhawk, MC thunderhammer, paragon blade: 230pts
Stormseer on spatha combat bike with force staff (needs to take power weapon for this): 140pts
Chaplain with MC power glaive and combat shield: 115pts

Golden Keshig squadron, 6 strong, vexilla, sergeant has thunder hammer: 295pts
Ebon Keshig cohort of 9: 360pts
Legion contemptor dreadnought talon, 2 strong, each with gravis melta and chainfist: 380pts
Apothecary artificer armour: 55pts

10 man tactical squad, sergeant has artificer armour and power glaive: 125pts
10 man tactical squad, sergeant has artificer armour and power glaive: 125pts
20 man despoiler squad, vexilla, 4 power lances, sergeant has power glaive and artificer armour: 255pts

3 man outrider squadron: 85pts
Legion sabre strike squadron of 2 with volkite: 150pts
Xiphon with ramjet: 145pts

Leviathan dreadnought with melta and siege claw: 290pts

2750pts total

Just for my own personal fluff bullshittery I might also want to have more variety in sergeant weapons and get some bayonets in there.

If it's a fluff thing then fair play, but your combat shield on the Chaplain isn't doing anything for you as he's got a better invuln from his refractor field

Ok so the rough build idea. An armoured company above ground for about 1500-2000pts, tanks termies dreads bikes and speeders are the only real units here

1000-1500pts of power armour bodies in drills

One character HQ (the warlord) above ground, any other HQs on the drills

6 man golden keshig, dual contemptor talon, 5 man MM sky-hunters, leviathan with melta lance, predator squadron of 4 with battle cannons and lascannon sponsons and a kratos are the AT on the table

The Praetor is afaik not allowed to have a hammer and a blade
I would keep the Chaplain as cheap as possible as you take him for the rerolls.
What is the outrider squad doing, it doesn't have plasma or line here, so it does nothing imo (assuming this is not Chog Brod)
I would take a few more apothecaries for your scoring units

3 outriders isn't much of a meatshield as in GW's infinite wisdom, they have the toughness of a tactical marine and the same amount of wounds

Be mindful that if you take generic termies as troops, you have WS4+ termies tho. Keep that in mind or you'll get Shrek'd by WS5+ Termies in melee

The scariest cavalry unit not Golden Keshig is the Javelin platform mah dude

Either the Lascannons + MMelta for anti tank and the Scars unique Kyzagan if you want to shred infantry

I would look into Heavy Supports with plasma cannons if I were you, lotta dakka for their points and if you have a character on foot for them, you can stick a bird on them, so they always re-roll their ones, which makes them able to fire away at all times
