Really happy with how this came out, and am curious to see how others would tackle it!

I would personally love to see the outriders reduced in size and instead given twin plasma guns for the points, but thats me. Their biggest strenght is their shooting (getting a second shooting phase on the volley attack in a charge) so investing in their shooting isnt a terrible idea.

also, I'm pretty sure you already know this but ebon keshig in a spartan is overpaying to the extreme here. youre paying 815 points for a unit that will at best punk a tac squad off a point (because ebon arent going to do crap vs ws5 anything....)
