You are not locked into SoH specific traits.
The only faction which is locked to its own trait are custodes.
And named characters often have a specified warlord trait.

ah yeah I didnt clock horus was in there. how close are you to the points restriction? my napkin math suggests you may need to add something to make horus be less than 25% of your total points
