#IW/AL first game, 750pts dont know where to start

you need an HQ and two troops at a minimum so 2 10 man tac squads (that's 200 pts)
for the hq you can take something chep like the Centurion, (you can use one of the two Praetor models) so thats 60 pts
Leaving you with 490
you can take 2x 5-man terminators for 350 pts leaving you with 140pts for Upgrades
or you can take 1x ContemptorDreadnought and 1 5 man terminator squad leaving you with 140pts for upgrades or slots to take more terminators at 30pts each

with the 140 pts could i upgrade the centurion into something better?
you can but at that point value i think you will get more bang for your buck by upgrading the weapons on your terminators or ContemptorDreadnought, or just taking more terminators
I also would not lock yourself in so do not over think things as im sure after your first game you will want to try some new things / different combinations
also when you play games with more points you will probably want different load outs on the terminators / ContemptorDreadnought
whats the best way for me to make my list? does battlescribe work for heresy?
i just use a spreadsheet on excel to sum up the points, when i played a bunch battlescribe was not ready yet and I have not checked in the last 4 months so no clue

i dont really understand the rites of war, should i take one?
@arctic axle a little late coming in but hope this still helps! For your first game, it might be a good idea to play a more “stripped down” version to get the base game mechanics down before adding complexity. I’d recommend not using rites of war or warlord traits if you can. And, try to keep all your unit loadouts as simple and consistent as you can to speed things up and keep you from having to memorize/lookup numerous weapon values. If you’re still building your list, I’d take the dreadnought vs. the extra 5 terminators to spread out your unit choices and to keep your opponent from having to deal with so many headaches to make the game more balanced and exciting. Terminators are king in Horus heresy 2.0 and are very hard to deal with given their 2+ armor saves and built in 5+ invulnerable saves. And, in my opinion, the HH is about trying to make a list that maximizes your and your opponent’s fun and excitement.
Rites of war also don't seem to work well with low points games. (HH in general isn't amazing at low pts) Rites give you incentives to build themed lists (or just allow it) Low points games are about learning to play and testing out the mechanics of the game... using a little of everything is better for the teaching aspect of a learners game.
