Allow down grading of high tier items into the lower tier counter part

If im low on regular copper it would be nice if i could down grade some iron bars into copper this would make the vaule of the high tier items higher as well as leave alot of the copper nodes untouched for newer/ undergeared players especially considering that you can sometimes load in to a lobby thats half way over and all the matts tend to be gone
